Lula bets his chips on China

The anti-American opposition of the current government, despite being progressive, does not constitute an anti-imperialist movement, contrary to what has been proposed by hasty analysts

Even before taking office, the Lula da Silva government signaled its wide adherence to US imperialism. In the period between the visit of the former union leader to the US, on February 9-11, 2023, and the subsequent trip to China, on April 12, this orientation experienced a radical reversal. It has already been proposed that the seesaw movement undertaken by the foreign policy of the fifth PT administration constitutes an effort to balance between the two great world forces in confrontation, the USA and China. This abandonment of the pair, in the middle of the waltz, does not seem like that.

Troubled times also await the Lula-Alckmin administration on that side. The intensity of the growing confrontation between the two superpowers does not allow the USA to watch the great South American nation, stuck in a region that they consider and treat as their backyard, start betting on their opponent, in the middle of the match, influencing general expectations to its disadvantage?

Even more so since such a movement is also presented as an almost betrayal, since, in the past Poker presidential election of 2022, it was the USA that supported the PT candidate and ensured that the Bolsonarist military did not turn the tables and prevent the winner from discounting his chips.

An essential support

Since 2016, and in the two governments that followed, the PT has discouraged and disorganized the popular opposition to the coup in the streets, proposing that everything would be resolved at the polls. With his collaborationism, he expected to return to the federal government and recover at least part of the lost electoral strength, supported by the sovereign will of imperialism and big capital, which he had served in previous administrations. A strategy that, we have to recognize, was victorious, even if opposed to the interests of workers, wage earners, the population and the Brazilian nation.

Throughout the 2022 election campaign, Lula did not offer anything substantial to the popular classes. On the contrary, he made it clear that the expected and claimed “revoking” of the major coup measures – attacks on Social Security, Labor Legislation, public goods, etc. – would not be carried out. In 2002, the first PT victory was strongly supported by popular mobilization. In 2022, the success of the combo Lula-Alckmin relied heavily on the support of big business and imperialism.

The elections arrived without any mobilization of the world of work and the population, since, as proposed, they were never waved. The big goal was to defeat Jair Bolsonaro and the threat of the fascist hordes that were always said to be lurking around the corner. The general demobilization and low adherence to the PT ticket was such that no one would stick their nose out in the street in case of a coup rehearsal or something similar. The threat was not the strength of the rightist rabble but the extreme weakness of the forces willing to confront it.

The Bolsonarist military coup was prohibited by the US State Department, for several reasons. First, the disgust with the approach of Jair Bolsonaro to Donald Trump and Valadimir Putin. Second, the interest in Brazil's diplomatic and economic weight, as an asset in the current international dispute. Third, the coup of US imperialism had been delivered in 2016, and they did not want it to be thwarted. Lula da Silva, recognized for the push given to his electoral cacareco, rushed to pay the bill with Uncle Biden. No one would say he was ungrateful. And he began to thank him before he even got his hands on the government.

Even before ownership

On November 16, 2022, at the 27th UN Climate Conference in Egypt, speaking as a future president, Lula da Silva defended an important Yankee agenda: the end of the right of veto for permanent members of the UN Security Council. That is, the winners of the Second World War: USA, France, England, China, Russia. Removing the right of veto to China and Russia, the Security Council, with decisions binding on all UN members, would become an instrument of the Yankee offensives against China, Russia, Iran, Venezuela, Nicaragua, Cuba , etc.

On the occasion, Lula proposed: “Today's world is not the same as it was in 1945. [sic] It is necessary to include more countries in the UN Security Council and end the veto privilege”. According to him, this decision would result in an “effective promotion of balance and peace”. Everything backwards. The right of veto of the great nations was instituted above all to prevent direct confrontations, freezing the conflict and the status quo internationally.

On December 5, 2022, Jake Sullivan, Joe Biden's National Security Advisor, met with Lula in Brasilia. The central themes of the meeting were of Yankee interest: Brazil's direction of an eventual new military occupation of Haiti, as in the first PT administration, in 2002; the need for “global governance”, the G-20, Venezuela, the war in Ukraine. “Global governance” defends institutions regulating the action of nations, over their national autonomies.

On December 12, on Twitter, Lula reaffirmed his support for this Yankee program. “In Latin America, Europe and the US, enemies of democracy organize and move. The fight, therefore, needs to be in the trenches of global governance, with advanced technologies and tougher and more efficient international legislation.” The International Criminal Court in The Hague is one of the institutions of “global governance”.

Founded in 2002, in the middle of a unipolar world, this institution has been prosecuting, trying and condemning for “crimes against humanity”, “war crimes”, “genocide”, etc. exclusively leaders who dislike or oppose imperialism and big business, among them the Libyan Muamar Gaddafi and the president of Yugoslavia Slobodan Milosevic, who died in a suspicious situation during his trial.

On March 17, 2023, the International Criminal Court issued an international arrest warrant against Vladimir Putin, accusing him of having ordered the “deportation” to Russia of children living in areas under bombing in the conflict in Ukraine. Mutatis mutandis, the same accusation launched, above all by the Church, during the Spanish Revolution, that the thousands of children taken to escape the fighting were being devoured in the USSR! Brazilian Chancellor Mauro Vieira, a creature born in the 1964 dictatorship, days after the arrest order, declared that Brazil respects and follows the decisions of the International Criminal Court, in clear oblique support to that injunction at the service of US and NATO propaganda.

A blow from the back

Also before going up the ramp, the ex-unionist subscribed to the constitutional coup in Peru. Thus, he opposed the resistance of the presidents of Bolivia, Argentina, Colombia and Mexico against the coup action of imperialism, essentially identical to the one carried out when Dilma Rousseff was deposed in 2016. He proposed: “It is always regrettable that a president democratically elected has this fate, but I understand that everything was submitted within the constitutional structure”. “What Peru and South America need right now is dialogue, tolerance and democratic coexistence […].”. And he concluded by saying: “I hope that President Dina Boluarte succeeds in her task of reconciling the country […]”. Since then, dozens of Peruvians have been killed and thousands wounded and arrested.

On December 21, 2022, emphasizing the pro-Yankee imperialist orientation of the future Lula-Alckmin administration, the chancellor Mauro Vieira declared in an interview that Lula's next visit to Cuba, Venezuela and Nicaragua, three nations under the permanent offensive of US imperialism, was out of the question. And, said and done, presidents Maduro, of Venezuela; Ortega, from Nicaragua and Miguel Díaz-Canel, from Cuba, due to the anti-democratic infection of which they were accused, did not come to Lula-Alckmin's inauguration.

On February 9-11, 2023, then-president Lula da Silva visited the US, accompanied by Fernando Haddad and, among others, the ministers of identity – Marina Silva, Minister of the Environment and Anielle Franco, Minister of Racial Equality . A small delegation, which landed in the United States with immense hopes. About this trip, we will talk below.

On February 23, at the extraordinary session of the UN General Assembly, Brazilian diplomacy supported the condemnation of Russia for the invasion of Ukraine. Brazil was the only BRICS member to vote alongside imperialism. Thus, he suddenly abandoned the position of neutrality regarding the conflict, previously expressed by Lula da Silva. In May 2022, in an interview with Team, the then presidential candidate had proposed shared responsibility for Volodymyr Zelensky and Vladimir Putin for the conflict. The same position defended, under the disapproving eyes of the European Union, by the Argentine pope.

However, on January 20, Brazil denied the sale to Germany of ammunition from former Leopard-1 tanks, to be sent to Ukraine, which would indicate, if the sale was effective, participation in NATO's war effort. And on February 27, he allowed two Iranian warships to dock in Rio de Janeiro, after refusing permission during Lula da Silva's visit to the USA. Brazil has diplomatic relations with Iran where it buys large amounts of ammonia for the production of fertilizers.

On March 2, Brazil consolidated its anti-Russian position with a videoconference with Volodymyr Zelensky, when Lula da Silva reaffirmed his defense of "Ukraine's territorial integrity", agreed to visit Kiev, without setting a date, spoke of his proposal for a "club for Peace”, with great nations like China, the USA, Brazil, etc.

On March 3, the US imperialist bloc promoted, at the UN Human Rights Council, an attack having, as the “ball of the hour”, the government and regime of Nicaragua. Brazil abstained from supporting the motion by claiming, without being answered, that it be written in softer language, open to dialogue. This was unthinkable for the blood-drooling US, dreaming of a “color revolution” in Nicaragua, especially after Daniel Ortega resumed the historic project of opening an interoceanic canal, this time in partnership with China.

Eye to Eye with Zelensky

On March 5th and 6th, in solidarity with the general attack by the great Brazilian press on the half-stumbling block of the Lula-Alckmin government in adhering to imperialism, Alberto Cantalice, from the PT national directory and president of the Perseu Abramo Foundation, published, in the Twitter, pimp attack against Nicaragua, Venezuela, Cuba, Russia and their presidents. On the following day, March 7, so that its indecision would not be misunderstood, Brazilian diplomacy presented its concern with the dictatorial regime in Nicaragua to the UN.        

The almost contempt with which Lula da Silva and Janja were received, on February 9-11, in Washington, by diplomacy and the host presidential couple, was certainly not the reason for the radical diplomatic shift in the Brazilian government's diplomacy in the following weeks. The fiasco was huge. The great American press practically ignored the visit. The traditional salaams on these occasions were practically reduced to a Lula-Biden colloquy of about forty minutes, with the Yankee chief asleep and using his traditional little hugs to remember where he was, who was visiting and what he had to say.

Amenities and nothing more

During the visit, only amenities were reaffirmed: good bilateral relations; support for democracy, human rights, the fight against the climate crisis. There was talk of Joe Biden's “Summit for Democracy”. Ritually emphasized were: the fight against racial and ethnic discrimination and against hunger and poverty; the effort for international peace and security. The need to reform the UN Security Council was reaffirmed, without reference to the issue of vetoes.

The "violation of Ukraine's territorial integrity by Russia and the annexation of parts of its territory" were deplored and "a just and lasting peace" was called for. There was no reverence and even less adherence to the Lulista “peace club”, an initiative that displeased the host. She has been accused by the US and associated nations of deflecting accusations from Russia as solely responsible for the conflict. Lula invited Joe Biden to visit the country. This was accepted, without setting a date for a visit that may never take place in the next two years.

In general, apart from exceptions, the themes to be treated, the agreements to be signed, the great proclamations to be announced, etc. are decided before the trip, through the respective Chancelleries, to be materialized during the presidential meeting. Certainly, very soon, the US saw that Brazil would not sign and reaffirm the commitments and harsh declarations against Russia and China. This, in a context in which the United States was unwilling to deliver – or simply could no longer, as in the past – what was asked of them: loans, technological partnerships, trade agreements, structural investments, growth of the import Export, etc.

The result was logical. Lula da Silva was received almost as an unwanted visitor. There was no gala dinner or even a joint interview between the two presidents. And there was even worse. Unforgiven. Mrs. Biden's tea with Janja was cancelled, always in crisis of protagonism. The intentional slight was recorded in the negative of a simple photo of the couple or, at worst, of the two first ladies. The consolation prize was the strange photo of Janja between the two presidents. The United States made such a miserable promise to the Amazon Fund that it was not even mentioned in the final declaration – 50 million dollars.

Very soon, Brazilian diplomacy and government began to follow the treasure map. It is difficult to know whether, initially, it was decided to orient Brazilian diplomatic policy in favor of the US, as suggested by the first actions before and after taking office. And that a radical reversal of course was opted for, in favor of China, after the indisputable signaling that occurred during Lula-Janja's visit to Washington. That is, when it became clear that the great brother demanded a lot and offered practically nothing, except political support in Brazil. A reorientation that Lula da Silva's enormous ease, not to say a lack of diplomatic tact, turned into a direct attack on the US.

On March 27, at the UN Security Council, Brazil voted with Russia and China in favor of investigating the destruction of Nord Stream 2. It is an open secret that this serious terrorist attack, against Russia and Germany, it was a US decision, if not direct execution. On February 7, 2022, two weeks before the outbreak of the conflict in Ukraine, Joe Biden verbalized before the new German chancellor that the United States would “put an end to the Nord Stream 1 and 2 gas pipelines”. “I promise we will be able to do it.” On March 29-30, 2023, Brazilian diplomacy did not sign the concluding declaration, with several references against Russia, of the second edition of the so-called Democracy Summit. This initiative, Online, by Joe Biden, was intended to signal the US direction of an international bloc of so-called democratic nations.

On December 9-10, 2021, the first Summit took place, already without great brilliance, with the participation of Jair Bolsonaro, who announced his government’s commitment to “strengthening democracy, promoting human rights and combating corruption ”. In both events, none of the nations or leaders opposed to or little aligned with the US were invited. The concluding text rejected by Brazilian diplomacy proposed: “We demand that Russia immediately, completely and unconditionally withdraw all its troops from the territory of Ukraine […]”. Brazil argued that this was a topic for the UN.

Russia exports fertilizers, diesel oil and other products to Brazil. And it forms, with China and India, the strong tripod of the BRICS. Precisely where the strategic approval of Dilma Rousseff was being discussed, as president of the powerful bank of that association, responsible for important international investments, many of which were contracted by Brazil. This, when the BRICS finds itself besieged by requests for tickets arriving from all sides, with emphasis on Saudi Arabia, Argentina, Algeria, Iran and Turkey. That is, a G7 beyond vitamin!

It was and is essential for Brazil's diplomacy to maintain good relations with the Russian Federation, the largest nation in terms of territory in the world and, above all, “China's best friend”. And, therefore, not disturb the Brics. A decision that was consolidated when Celso Amorim, Lula's special adviser, visited Moscow on April 3, where he was honored with a one-hour colloquium with Vladimir Putin, who, in addition to referring to various topics, he declared his government's sympathy with the proposal of the lulist “Peace Club”, certainly for the reasons exposed by US diplomacy.

If Celso Amorim's visit to Vladimir Putin was a hard blow to US diplomacy and warlike rhetoric, Lula da Silva made it even worse, on April 6, when he proposed, without ceremony, that, in order to achieve peace, Zelensky could not “want everything” back, that he should cede Crimea to Russia, and that Vladimir Putin “cannot keep” the entirety of what he occupied. A statement that horrified NATO, the US, Zelensky, and certainly pleased Putin and the Russian government.

The confused and ideological policy of the government and diplomacy Jair Bolsonaro was pro-Russian and anti-Chinese. A Brazilian rebalancing of the Lula-Alckmin government in relation to Russia would already be a partial gain for the US, which, however, in general, is not content with little and wants everything, especially in a serious situation like the current one. In this sense, the Lula da Silva government had started well, despite warping as it went on. More serious are the consequences, which are still difficult to predict, of the strong reorientation of Brazilian diplomacy in relation to China, with whom Jair Bolsonaro and his offspring constantly broke dishes, to the satisfaction of the United States. A radical redirection exacerbated by the aforementioned verbal excesses by Lula da Silva.

a crash party

The proposal was a visit by Lula, to China, on March 23, to be concluded with fireworks in Beijing. In addition to dozens of politicians, who never miss a meal or a free ride, the entourage included 240 businessmen from industry, agribusiness and services. And contracts for the purchase and sale of airplanes, boats, electric trucks would be signed; facility for exporting new products, satellites, etc. Lula would pass through Shanghai, to attend Dilma's inauguration as president of the BRICS bank, with the right to a fabulous monthly salary. It will line the guaiaca.

A mild pneumonia brought water to a boil, forcing the entourage to continue without the sinuelo petista, with the transfer of Lula's departure to April 11. For some, Brazil's full adherence to the New Silk Road would be the consecration of the relaunch of Brazil's relations with China. Celso Amorim, in an interview, proposed that he saw no “reason” for Brazil to stay out of the mega-project and concluded, certainly allaying his fears, that this would not cause “political damage” in relations with the US. On the other hand, Mauro Vieira, a card-carrying pro-American, advised against explicit membership.

Brazil is becoming almost isolated in the Latin American race to join the Silk Road. Around 150 countries participate in the initiative, which currently promotes around three thousand projects. The formal incorporation to the Route of the Headquarters will certainly be a very hard blow to the US government. During the Bolsonaro administration, he sent several missionaries recommending and demanding that Brazil make it as difficult as possible for Chinese capital to enter Brazil. This attack chose Huawei, the Chinese telecommunications giant, with emphasis on 5G telephony as the “Judas to be beaten”. For long months, Washington maneuvered to keep Meng Wanzhou, CFO and daughter of the founder of Huawei, in prison in Canada, in the process of being extradited to the USA, on futile charges.

an act of war

In February 2023, an agreement reached between the central banks of Brazil and China made it possible, as of the middle of this year, for commercial transactions between the two nations to be carried out in national currencies. What has already been agreed between Argentina and Chile with China. Currently, Brazil is obliged to acquire dollars to buy from China, in turn, obliged to sell the dollars received to convert them into yuan. These operations leverage the circulation of the dollar and earn the United States transfer fees, which swfit.

In manufacturing, diplomatic and even military regression, the US still maintains undisputed financial hegemony over the world, supported by the dollar as a currency of exchange and refuge. Which allows the Yankee government to flood the world by printing green money. And, in doing so, he buys fabulous amounts of goods, services, etc. literally in exchange for paper. If the world's use of the dollar declines, the United States will literally melt under gigantic inflation due to the loss of the value of its currency. And the determining nations in international trade, such as China, India, Russia, Brazil, Saudi Arabia, and so on, are disembarking from the dollar, in a movement that has just begun.

And this initiative is not due to an anti-US militancy, although China, Russia, Iran, etc., to defend themselves from the attack they suffer, promote this movement. The relative abandonment of the dollar stems primarily from the quest of nations to protect themselves, on the one hand, from the world export of inflation due to the unbridled issuance of dollars, and, on the other hand, from the trade consequences motivated by US sanctions, which can be imposed on any nation that trades with the dollar at any time.

Golden pattern

In this scenario, the BRICS discusses the creation of a gold-backed currency, which points to a return, albeit partial, to the gold standard, dismantled, in its own favor, by the USA, in 1944, partially, and, in 1971 , totally. And China has accelerated the sale of its huge reserves of US debt, especially after the outbreak of war in Ukraine. This is mainly due to the fear of conflict with that country and the consequent freezing of its US debt securities, and their accelerated devaluation, with the current increase in interest rates to around 5%.

When Dilma Rousseff took office as president of the BRICS Bank, Lula da Silva referred to this abandonment of the dollar, sinking his finger into the wound: “[…] why are all countries obliged to carry out their trade backed by the dollar? ”. “We need to have a currency that transforms countries into a slightly more peaceful situation. Why today does a country need to run after the dollar to be able to export, when it could export in its own currency [...].” And she claimed from Dilma Rousseff the creation of currency for trade between the members of the Brics. A quasi-declaration of economic war on the US.

And, following the trot-gallop in anti-US statements, he did not spare the world bodies from the exercise of the hegemony of big capital, with emphasis on the US: “Because it is not up to a bank to suffocate the economies of countries as it is doing now with Argentina, the International Monetary Fund”. In Brazil, Fernando Haddad entered the field, seeking to appease feelings, or distance himself from these statements, proposing that it will take a long time before international commercial transactions will no longer be made in dollars. Meanwhile, in Shanghai, in a quasi-provocation, Lula da Silva and Janja visited the research department of Huawei, a company proposed by the United States as the civilian arm of Chinese military espionage. The Brazilian president showered the company with praise.

With pockets full and soul washed

Lula da Silva ended, with great pomp, his visit to China with his pockets full and his soul washed clean. She returned with several billions in her suitcase and many other pharaonic projects discussed. Even if it wasn't, this time, the entrance to the Silk Road. Above all, it was received, with a red carpet and almost familiarity, by protocolar Xi. And concluding, before leaving the former Central Empire, he suddenly declared: “The United States must stop encouraging war and start talking about peace. The European Union needs to start talking about peace so that we can convince Putin and Zelensky that peace matters to everyone […].”

Then, leaving Xi smiling in Beijing, Lula da Silva traveled to the United Arab Emirates where, on the 15th, he secured another billion dollars in business. And, returning to what had already become habit, she declared that the war was a decision taken by two countries, Ukraine and Russia. And she added that, in order to put an end to the conflict, it was necessary to bring together, in her club for peace, the countries without “involvement with the war”, a proposal that logically leaves out the members of NATO. But, completing, she recalled that it would be "also necessary to talk with the United States and the European Union".

On the 17th, Monday, concluding this Revival anti-American, landed in Brazil Serguei Lavrov, in a Latin American tour that included visits to Cuba, Venezuela and Nicaragua. The legendary Russian foreign minister, after being received by his counterpart and the president, highlighted the multiple similar positions between the two countries and the sympathy for Brazil's peace efforts. On his turn, Mauro Vieira criticized the sanctions against Russia, proposed the need for a ceasefire and a negotiated solution to the conflict in Ukraine.

The empire strikes back

On the 17th, the response from the so-called White House was very harsh. John Kirby, on behalf of the National Security Council of the United States, in a statement on the positions of Lula da Silva and Brazilian diplomacy on the war in Ukraine, exposed the Anglo-Saxon imperialist unconscious, by bringing our country closer to the name it had known, in the years following the said discovery of Terra dos Papagaios. “In this case, Brazil is parroting Russian and Chinese propaganda without observing the facts at all”.

However, the disgust and the Yankee threats arrived by indirect means, through declarations, in “off”, of US diplomats and officials and, above all, stamped on their Brazilian official spokespersons: the Folha de S. Paul, Estadão, Globe, etc. On Sunday, April 16, a US diplomatic source recalled that, despite being attacked by the present government, his country defended “the Brazilian electoral system, democratic institutions, the results of the elections” and positioned itself against the successes of 8 January, in Brasilia. Thus making it clear that they can eventually undo what they did.

Two days later, the editorial of The Globe, resumed, in clear form, the threat underlying this informal statement. “President Luiz Inácio Lula da Silva's latest movements in relation to the war in Ukraine demonstrate not the neutrality that he and the Itamaraty claim to maintain in relation to the conflict, but a position tacitly favorable to Russia's interests.” And the editorialist concludes, as a bird of ill omen. "The danger of provoking the Americans and Europeans is evident: Lula risks taking a fall." Prediction that must have made Geraldo Alckmin go into a semi-orgasm.

Machete fight in a dark room

The current productive heart of Brazil, agro-industry, depends on the international market and needs huge infrastructural investments. The country's dependence on the Chinese locomotive is growing day by day, while the US is retreating economically and financially, not just in Brazil. Brazil's international repositioning takes place in the flow of international events, determined by the burning needs of the capital invested here.

The US option for the Lula-Alckmin government offers peace in the barracks, but locks the country in the socio-economic swamp in which it finds itself, which points to the worsening of the socio-economic crisis. With, perhaps, something similar to 2013. The Chinese option fits, from now on, Brazil in the flow of international expansion of capital and markets, with infrastructure investments that are also of interest to that country, the largest importer of commodities Brazilian. All in the context of the expansion of BRICS and its bank.

However, the US-China conflict is shifting more and more from the economic and financial field to the military. The US and NATO offensive in Ukraine attacks Russia and, by extension, China, the main enemy. The smell of gunpowder spreads across the Taiwan Strait and the South China Sea. Ukraine is a decisive battle, in this war still fought in an indirect way between the US and its allies and China and Russia, and their partners.

The current conflict in Ukraine is unlikely to have a solution other than a US or Russian defeat. A draw, as in Korea, is practically impossible, as it is, in practice, a Russian victory. Currently, the United States and NATO are arming a bloodless Ukraine with almost all the best. They bet their chips on the promised spring offensive, now postponed to summer. With it, they hope to inflict the widest possible defeat on Russia, forcing it to negotiate at a disadvantage. Which would humiliate and weaken Vladimir Putin and his allies, especially China. The unrealizable reconquest of Crimea is a mere rhetorical exercise.

Russia, still not touched hard on its reserves in men, weapons and resources, hopes to defeat the promised offensive, putting an end to the war or to the bloc of European nations, which are already beginning to disbelieve in the possibility of victory. If this is not possible, they will possibly carry on a stationary, defensive fight, awaiting the US presidential elections. To be re-elected, the democrats necessarily have to triumph in Ukraine or, eventually, extend the conflict. What a danger.

A defeat by Russia would disrupt the anti-dollar tide that has been accelerating over the past two years. It would also set back the national autonomy movement that spreads across the world – Saudi Arabia, Iran, Brazil, etc. If defeated in Ukraine, the US will be forced to extreme pressure on allied nations and succuba. Among them, certainly, Brazil, with the already promised possible reversal of the orientation given, in recent times, to the barracks that continue, monolithically, philo-Yankee. And if so, China will be terribly far away.

Brazil: globalized neocolonial nation
